East Anglia ONE Offshore Wind Farm: Project Management and Secondments

Project Summary
ScottishPower Renewables’ 714 MW East Anglia ONE offshore wind farm is Iberdrola’s largest wind farm, the project is situated 43km off the Suffolk coast and features 102 Siemens Gamesa SWT-7.0-154 wind turbines on jacket foundations. The export cables were 85km long and made landfall at Bawdsey where they were connected via an onshore cable route of 37 km to the Burstall sub-station.

East Anglia ONE is a joint venture between ScottishPower Renewables and Macquarie’s Green Investment Group (GIG), and was a £2.5 billion project and the first of the East Anglia R3 zone projects that ScottishPower Renewables is developing.

OFTO Package Management
OWC provided project management services to develop the transmission assets (OFTO) package from tender stage through to sub-contract placement and the start of supply. OWC provided project management services to managing the technical and commercial delivery of the offshore transmission assets by the EPCm contractor. These include managing the procurement, design, certification and installation of the export cable and offshore substation for a 714MW, 220kV AC electrical system. We were regularly called on by the wider project team to assist with engineering co-ordination and troubleshooting due to our wide range of experience and knowledge on other projects.

Construction Readiness Assessment
OWC conducted an offshore readiness assessment to ensure the project is ready to complete the offshore works in an efficient and safe manner. The work involved developing questionnaires, working closely with the project team and also conducting a workshop to develop actions for the construction team prior to the start of the works. This ensured the project benefited from our extensive knowledge across the offshore wind industry in learning lessons from previous projects.

Other OWC Support on the EA ONE Project
OWC have seconded many expert personnel to the EA ONE project in a range of positions and we continue to support the project on an ongoing basis. Our people have / are undertaking the following roles/work:

  • Senior O&M Engineer
    Led the development of the O&M readiness workstream, managed the service and maintenance agreement prior to the operational phase and led handover preparation of resources for each of the assets and delivery of O&M facilities & equipment.
  • Senior Project Manager Foundations
    Assisting with overall cost, quality and programme monitoring, identification of risks and development of mitigation measures across sites in Dubai and Belfast.
  • Installation Manager
    Ensuring Q&HSE policies and procedures are maintained during the offshore works, providing overall analysis, recommendation and optimisation of installation and logistics concepts for the offshore installation, implement of offshore installation management procedures and ensure the installation subcontractor’s compliance with its contractual obligations, company procedures and legislation for all marine operations, in particular lifting operations and simultaneous operations.
  • Technical Support Engineer
    Providing expert technical support for the implementation of the EA ONE technical work scopes, including the Met Mast decommissioning project.
  • Onshore Site Administrators
    Overseeing, managing and taking responsibility for all administration activities on the onshore construction site of EA ONE project.
  • Electrical Site Manager
    Supporting the delivery of the onshore civil, electrical and substation and cable construction works.
  • Belfast Foundation Fabrication and QC Team
    OWC provide the Foundation Fabrication Manager, Senior Coating Inspector and Senior Welding Inspector for the Harland & Wolff jacket assembly / completion site in Belfast.
  • ONSS Supply and Installation Project Manager
    In the early stages of the project OWC provided the Project Manager lead to the OFTO Onshore team responsible to ensure the onshore OFTO system was designed and delivered on time, to budget and quality.
  • Environmental Site Advisor
    Supporting the delivery of the civil, electrical and substation and cable construction works to IEC safety, quality and environmental standards.
  • Structural Inspections
    OWC conducted structural inspections on jackets components secured for transport on the Megacaravan vessel on behalf of the project while berthed in Oman.
