Project introduction:
Jubail Commercial Port is a multipurpose port capable of handling container, bulk and general cargo. Jubail Container Terminal (JCT) is the container handling terminal at the port with handling capacity of 1.8 million TEU per annum.
This Technical Due Diligence (TDD) project sits within a larger scope of work surrounding the concession agreement for the operation of the port and Public Private Partnership (PPP) potentials. The aim of the TDD was to provide an overview of the port, its operation, equipment, condition, and any special or notable risks.
As part of the Technical Due Diligence scope, ABL conducted comprehensive technical reviews of existing studies and designs related to the terminal’s high-risk items, condition assessments of the existing equipment and assets and reviewed the risks from both natural and allied hazards. In addition, ABL analysed the impact to the areas surrounding the terminal from both a social and environmental perspective.

Challenges
- The client required specific ports and harbours expertise that encompassed several highly technical disciplines within a core team.
- This included detailed technical knowledge with respect to the operation of a container terminal, maintenance of cargo handling equipment and civil infrastructure.
- The provision of specialist risk engineering services.
- The client required consultancy services with experience across the full lifecycle and spectrum of port operations and maintenance.
Solutions
- Comprehensive technical review of existing studies/designs related to the terminal in relation to high-risk items (e.g. unusual ground conditions, major utility relocations, property acquisition, and need for special structures and/or construction methods, etc.).
- Comprehensive inspection and review of the condition of the existing equipment and concession assets.
- Review risks from both natural and allied hazards including climate, metocean conditions, earthquakes, fire protection and prevention.
- Conduct a social and environmental analysis of the impact to the surrounding areas for the terminal.
Results
ABL were able to provide a specialist team that mobilised at short notice to a remote location in challenging environmental conditions following the completion of necessary travel risk assessments.
The specialist team provided a one-stop shop for all required expertise and project delivery, whereby data review, analysis, site visit and project report delivery were conducted by the single expert team.
