Regulation is no longer judged primarily on stated policy intent. Even as global frameworks remain politically unresolved, scrutiny is increasingly shifting toward demonstrable performance: <strong>measured emissions, defensible assumptions, and the execution risk across fuel and technology pathways<\/strong>. This is where maritime decarbonisation will ultimately be won \u2013 or lost.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">MEPC 84: technical certainty, political fragility<\/h3>\n\n\n\n<p>MEPC 84 strengthened the backbone of IMO decarbonisation through incremental but material advances:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Energy efficiency short\u2011term measures (CII, SEEMP, EEDI\/EEXI and IMO DCS) were refined, not reinvented, confirming the likelihood that they will dominate compliance through the late 2020s.<\/li>\n\n\n\n<li>The IMO system moved decisively beyond carbon dioxide only with guidelines to <strong>measure and verify non\u2011CO\u2082 emissions<\/strong>, with new guidelines for methane (CH\u2084) and nitrous oxide (N\u2082O) monitoring, engine load monitoring and regulations for continuous emissions measurement systems (CEMS) to monitor these gases.<\/li>\n\n\n\n<li>Fuel lifecycle assessment (LCA) frameworks were maintained but remain under debate, particularly regarding fossil fuel default emission factors and the treatment of lifecycle emissions and sustainability assumptions for biofuels. The work of the GESAMP-LCA Working Group continues on these themes. <\/li>\n\n\n\n<li>Onboard carbon capture and storage (OCCS) progressed from concept to structured regulatory pathway, with accounting, verification and certification now firmly on the IMO work programme.<\/li>\n<\/ul>\n\n\n\n<p>In parallel, the IMO Net\u2011Zero Framework \u2013 combining a Global Fuel Intensity (GFI) standard with an economic element \u2013 remains politically unresolved. MEPC 84 again exposed deep division on pricing mechanisms, governance and legal procedure, with adoption deferred and fragmentation risk rising.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Why economics still matter \u2013 and why avoidance is not neutral<\/h3>\n\n\n\n<p>At the heart of the NZF deadlock is not technology, but <strong>control of pricing, revenue and institutional authority<\/strong>. Three political camps broadly have crystallised:<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"500\" height=\"272\" src=\"https:\/\/abl-group.com\/abl\/wp-content\/uploads\/2025\/08\/Pacific-Islands.png\" alt=\"\" class=\"wp-image-124990\" style=\"width:469px;height:auto\" srcset=\"https:\/\/abl-group.com\/abl\/wp-content\/uploads\/2025\/08\/Pacific-Islands.png 500w, https:\/\/abl-group.com\/abl\/wp-content\/uploads\/2025\/08\/Pacific-Islands-300x163.png 300w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/figure>\n<\/div>\n\n\n<ol class=\"wp-block-list\">\n<li>Those defending the MEPC 83 architecture;<\/li>\n\n\n\n<li>Those opposing any global economic element;<\/li>\n\n\n\n<li>And Pacific Island States advocating a simple universal levy.<\/li>\n<\/ol>\n\n\n\n<p>From a decarbonisation perspective, the implications are stark. <strong>Fuel switching cannot scale without an economic signal.<\/strong> Without it, cost differentials between conventional and low\u2011 or zero\u2011carbon fuels remain structurally unresolved, and compliance risks becoming punitive rather than enabling.<\/p>\n\n\n\n<p>Crucially, delay does not preserve neutrality. The absence of an IMO\u2011anchored economic mechanism increases the likelihood of regional regimes dominating, accelerating regulatory fragmentation and compliance complexity for globally trading fleets.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The real shift: from policy risk to execution risk<\/h3>\n\n\n\n<p>What MEPC 84 made unambiguously clear is that <strong>decarbonisation risk is no longer primarily policy risk \u2013 it is execution risk<\/strong>. Owners and operators are being judged less on declared ambition and more on demonstrable capability:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Can methane slip and non\u2011CO\u2082 emissions be measured, not assumed?<\/li>\n\n\n\n<li>Are chosen fuel pathways credible under lifecycle scrutiny?<\/li>\n\n\n\n<li>Can vessels optimise CII and SEEMP performance under tightening data requirements?<\/li>\n\n\n\n<li>Are retrofit technologies, including wind\u2011assisted propulsion or OCCS, verifiable and defensible within emerging IMO (and other) frameworks?<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"827\" height=\"405\" src=\"https:\/\/abl-group.com\/abl\/wp-content\/uploads\/2020\/03\/Testimonials.jpg\" alt=\"\" class=\"wp-image-8046\" srcset=\"https:\/\/abl-group.com\/abl\/wp-content\/uploads\/2020\/03\/Testimonials.jpg 827w, https:\/\/abl-group.com\/abl\/wp-content\/uploads\/2020\/03\/Testimonials-300x147.jpg 300w, https:\/\/abl-group.com\/abl\/wp-content\/uploads\/2020\/03\/Testimonials-768x376.jpg 768w\" sizes=\"auto, (max-width: 827px) 100vw, 827px\" \/><\/figure>\n\n\n\n<p>The IMO Data Collection System is now explicitly entrenched as the evidence base for both current and future regulation.
