This is the most substantial update since 2016 and follows wide engagement across the ports and maritime community. The result is a clearer and more practical set of expectations for anyone involved in managing marine safety.\u00a0<\/p>\n\n\n\n<p>The Code continues to serve as the national reference point for safe operations in ports and marine facilities. Although it is non\u2011statutory, the <a href=\"https:\/\/www.gov.uk\/government\/organisations\/department-for-transport\" target=\"_blank\" rel=\"noreferrer noopener\">Department for Transport<\/a> and the <a href=\"https:\/\/www.gov.uk\/government\/organisations\/maritime-and-coastguard-agency\/about\" target=\"_blank\" rel=\"noreferrer noopener\">Maritime &amp; Coastguard Agency<\/a> expect organisations to be able to\u00a0<strong>demonstrate\u00a0proportional compliance <\/strong>once they have chosen to adopt it. That expectation applies just as much to small marine facilities as it does to major ports.\u00a0<\/p>\n\n\n\n<p>At ABL, we see the 2025 update as a strong reminder of the value of structured governance, independent\u00a0assurance\u00a0and transparent safety oversight. This reinforces that it applies across all types of marine facilities, not only those with statutory harbour powers.\u00a0<\/li>\n\n\n\n<li>The language around non\u2011statutory and third\u2011party facilities\u00a0is\u00a0far clearer than before. <strong>The longstanding uncertainty over who\u00a0is responsible for\u00a0what in those environments has been addressed<\/strong>, which helps organisations understand their position and what they are expected to\u00a0demonstrate.\u00a0<\/li>\n\n\n\n<li><strong>The structure\u00a0of the document is easier to follow<\/strong>\u00a0and the expectations around compliance have been laid out in a more accessible way.<strong>\u00a0Proportionality is emphasised<\/strong>\u00a0throughout so smaller or less complex facilities can adopt arrangements that reflect the scale of their operations without undermining safety standards.\u00a0<\/li>\n\n\n\n<li>There is also a\u00a0<strong>stronger focus on governance and accountability at senior levels.<\/strong>\u00a0Boards and executive teams are asked to show that they understand their responsibilities for marine safety and that they support the processes needed to achieve it.\u00a0<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-navigational-risk-assessment-nra-requirements-under-the-2025-pmsc\">Navigational Risk Assessment (NRA) Requirements Under the 2025 PMSC\u00a0<\/h2>\n\n\n\n<p><strong>Navigational Risk Assessment<\/strong>\u00a0remains\u00a0at the heart of the Code. The 2025 update places greater weight on how relevant and defensible each assessment is. It must connect directly to the Marine Safety Management System and guide the decisions that shape harbour directions, procedures,\u00a0pilotage\u00a0and towage arrangements.\u00a0<\/p>\n\n\n\n<p>The expanded scope of the Code means non\u2011statutory and third\u2011party facilities are expected to hold documented NRAs that match their operations. This is especially important where these facilities sit inside or alongside the&nbsp;jurisdiction&nbsp;of statutory harbour authorities.&nbsp;<\/p>\n\n\n\n<p>NRAs should no longer sit untouched for\u00a0long periods. They are expected to be reviewed following;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>operational change<\/li>\n\n\n\n<li>shifts in vessel traffic<\/li>\n\n\n\n<li>new\u00a0infrastructure\u00a0 <\/li>\n\n\n\n<li>the introduction of new activities<\/li>\n<\/ul>\n\n\n\n<p>They must also be informed by\u00a0real experience\u00a0from incidents and near misses. The role should offer informed challenge, grounded in experience and supported by evidence. <\/p>\n\n\n\n<p>The DP is expected to judge whether navigational risks are being managed in day\u2011to\u2011day operations rather than only on paper.\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-board-level-engagement-and-evidence\"><span style=\"color: #0AC49A;\" class=\"stk-highlight\">Board\u2011level engagement and evidence\u00a0<\/span><\/h3>\n\n\n\n<p>Senior leaders are asked to ensure that the DP has direct access to decision\u2011makers and that their findings influence strategic choices. This includes assurance that NRA outcomes link visibly to governance, operational&nbsp;review&nbsp;and safety decisions across the organisation.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-the-2025-pmsc-changes-mean-for-ports-and-marine-facilities\">What the 2025 PMSC Changes Mean for Ports and Marine Facilities\u00a0<\/h2>\n\n\n\n<p>Together, these updates encourage organisations to take a fresh look at their approach to navigational safety.
